AN ACT Relating to students; creating new sections; making an appropriation; and providing an expiration date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The office of the superintendent of public instruction shall develop a pilot program to design a program for procedures for school districts to offer the following services before the school year begins: Student health screening, school placement and learning readiness assessment, and student and parent school orientation. The principle objective of the program is to maximize academic learning time by decreasing interruptions during the school year. The programs shall be developed during the 1987-88 school year in cooperation with representatives of the department of social and health services, the department of community development, and various organizations having an interest in student health and education issues.
NEW SECTION. Sec. 2. The superintendent of public instruction shall grant funds to selected school districts to conduct pilot programs in student health screening, school placement and learning readiness assessment, and student and parent orientation. The sum of all grants awarded shall not exceed that amount appropriated by the legislature for such purposes. The superintendent of public instruction shall select school districts that: (1) To the extent feasible, are representative of the various geographical locations, sizes, and grade levels of schools and school districts within the state; (2) have the capability to evaluate the program; and (3) are capable of meeting other requirements as the superintendent may establish pursuant to rules implementing this section and section 1 of this act.
NEW SECTION. Sec. 3. The sum of one hundred fifty thousand dollars or so much thereof as may be necessary is appropriated for the 1987-89 biennium from the general fund to the superintendent of public instruction for the purposes of this act.
