AN ACT Relating to efficiency in government; creating new sections; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) There is hereby created the Washington state efficiency study commission.

          (2) The commission shall be composed of not more than nineteen members appointed by the governor.  They shall include citizens from private sector business and industry, representatives from the executive branch, labor and public interest organizations, and a representative from each of the four legislative caucuses.  The governor shall appoint the chair.

          (3) Nonlegislative members of the commission shall be reimbursed for travel expenses under RCW 43.03.050 and 43.03.060.  Legislative members shall be reimbursed for travel expenses under RCW 44.04.120.

 

          NEW SECTION.  Sec. 2.     (1) The commission shall conduct a study of efficiency in the state government.

          (2) The study shall examine and may contain recommendations concerning the following topics:

          (a) Opportunities for increased efficiency and reduced costs in state government that can be realized by executive action and legislation;

          (b) Areas where managerial accountability can be enhanced and administrative control can be improved;

          (c) Opportunities for managerial improvements over both the short and long term;

          (d) Specific areas where further study can be justified by potential savings; and

          (e) Information and data relating to governmental expenditures, indebtedness, and personnel management.

 

          NEW SECTION.  Sec. 3.     (1) It is the intent of the legislature that the commission be funded, staffed, and equipped, by contributions received from the private sector, however, the governor may, to the extent permitted by law, provide the commission with such facilities, services, and other support as it may require for carrying out the purposes of this act.

          (2) State agencies shall, to the extent permitted by law, provide to the commission, its consultants, and its staff such information as may be required or desired by the commission in carrying out the purposes of this act.

 

          NEW SECTION.  Sec. 4.     The commission may receive and expend for purposes of this act gifts, grants, and endowments from private sources.

 

          NEW SECTION.  Sec. 5.     The commission shall present its recommendations to the governor and the legislature on December 1, 1988.

 

          NEW SECTION.  Sec. 6.     This act shall expire December 31, 1989.
