AN ACT Relating to community economic development; and adding a new section to chapter 43.165 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.165 RCW to read as follows:

          A state agency proposing to construct a new facility or building in a county, where the whole county does not fit the definition of a distressed area under RCW 43.165.010(3)(a), that has within its boundaries a distressed area, as defined in RCW 43.165.010(3) (b) or (c), may only locate the facility or building in that county within this distressed area or one of these distressed areas.  This restriction does not apply to the location of facilities or buildings in Olympia, nor to the location of facilities or buildings by colleges, community colleges, or universities.
