AN ACT Relating to academically gifted children at applicable state institutions of higher education; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     (1) The legislature finds that the specialized program at the University of Washington for academically gifted children provides unique, exciting, and challenging opportunities for high school age students with exceptional academic skills.  This program provides further motivation to these young students that they would not receive in a normal high school setting.  The program both provides a year of studies in a transition school at the University of Washington that provides intense coverage of advanced high school material and also counseling and academic support through the early entrance program for high school age students enrolled in regular university courses receiving credit towards a college degree. These students are not enrolled in any school district and are not generating any state dollars for their education.  The legislature finds that paying the costs of the transition school program and the counseling and academic support costs of the early entrance program will help these deserving students receive their education.  The legislature does not intend to provide support under this section for the actual costs of tuition for students receiving college credit.

          (2)  The sum of three hundred thirty-nine thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the University of Washington for the purposes of subsection (1) of this section.
