AN ACT Relating to rental payments to landlords from public assistance; and adding a new section to chapter 74.04 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 74.04 RCW to read as follows:

          (1) A person receiving public assistance through any of the programs specified in RCW 74.04.050 may direct the secretary, in writing, if permitted by the program, to make payments from part or all of public assistance funds to a landlord as defined in RCW 59.18.030 and 59.20.030 for the purpose of paying rent.

          (2) A person seeking to make rental payments under subsection (1) of this section shall inform the department of the person's address, the landlord's name, the landlord's address and phone number, and the monthly rental payment amount.  The department shall coordinate the payment of rent with the landlord and the person receiving public assistance.  This section does not limit the person receiving public assistance from changing residences as that person desires.

          (3) Persons having rental payments made under subsection (1) of this section, upon furnishing the secretary with a written request, may have such payments discontinued.
