AN ACT Relating to teacher certification; adding a new section to chapter 28A.70 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     There has been an increase in the duration of formal training of teachers which frequently does not allow teacher education candidates to have actual experience with children in a classroom setting.  To encourage alternate methods of teacher training and certification, recognition should be given to actual experience with children in the certification process.

 

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.70 RCW to read as follows:

          The state board of education shall adopt administrative rules that will allow a teacher certification candidate to substitute one year of employment as a teacher's aide for up to fifteen units of methods and teacher training requirements.  To allow this substitution, the certification candidate shall provide evidence that at least fifty percent of the work as a teacher's aide was involved in instructional activities with children under the supervision of a certificated teacher and that the candidate worked a minimum of one-half time for one school year.  The supervising certificated teacher shall provide a written evaluation of the teacher certification candidate's performance outlining the type of work done, the quality of the candidate's work, and a recommendation whether the work as a teacher's aide should be substituted for course work.  This method of substitution of work experience for course work may also be used for the recertification of a teacher whose certificate has expired due to a lapse of seven years or more between periods of employment as a teacher.
