AN ACT Relating to special districts; and adding a new section to chapter 56.08 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 56.08 RCW to read as follows:

          A sewer district may not require that plans or designs for extensions to its system, which extensions are to be constructed and financed by private parties, be prepared by the district engineer or another specified person.  However, this limitation shall not preclude a sewer district from requiring that such plans or designs be prepared by a professional engineer licensed by the state of Washington under chapter 18.43 RCW, or any other person holding a given level of expertise.  This limitation shall not preclude a sewer district from having its engineer, or another specified person, review and approve or reject such plans or designs based upon requirements and standards established by the district or other entity authorized to establish such requirements and standards.
