                                    HOUSE CONCURRENT RESOLUTION NO. 4429

WHEREAS, The legislature has not comprehensively examined the state's policy regarding liquor since the end of prohibition in 1933; and

          WHEREAS, The liquor laws, Title 66 RCW, have become unwieldy in part because of multiple amendments since that time; and

          WHEREAS, Some sections are obsolete in that they do not reflect current practice; and

          WHEREAS, The policy of the state regarding liquor regulation warrants examination;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the State of Washington, the Senate concurring, That a joint select committee on liquor laws be established to review and analyze the liquor laws and policy in the following manner:

          (1) @56Phase I - 1988 Interim.  During the 1988 interim, the committee shall:

          (a) Prepare legislation making technical improvements to Title 66 RCW, to be submitted to the code reviser for possible introduction as code reviser request legislation;

          (b) Prepare legislation repealing obsolete provisions and making other changes to reflect current practice; and

          (c) Identify policy issues regarding liquor appropriate for legislative study during the 1989 interim.  These issues may include but not be limited to:

          (i) The role of the state in regulating liquor;

          (ii) The licensing process and methods of streamlining the process;

          (iii) The proliferation of special purpose licenses;

          (iv) The tied-house laws; and

          (v) Liquor taxes.

          (2) @56Phase II - 1989 interim.  During the 1989 interim, the committee shall study the policy issues identified in 1988 and prepare any legislation it deems appropriate; and

          BE IT FURTHER RESOLVED, That the committee consist of ten voting members, appointed as follows:

          (1) Two members from each caucus of the senate, appointed by the president of the senate;

          (2) Two members from each caucus of the house of representatives, appointed by the speaker of the house of representatives; and

          (3) The chair of the senate economic development and labor committee and the chair of the house of representatives commerce and labor committee; and

          BE IT FURTHER RESOLVED, That the office of the code reviser and the liquor control board shall each appoint a nonvoting member.  The committee shall choose its chair and vice-chair from among its membership.  All expenses of the committee shall be paid jointly by the senate and the house of representatives; and

          BE IT FURTHER RESOLVED, That the committee shall submit a report to the secretary of the senate and the clerk of the house of representatives no later than January 15, 1989, based on the 1988 interim review and no later than January 15, 1990, based on the 1989 review.
