                                    HOUSE CONCURRENT RESOLUTION NO. 4432

WHEREAS, Washington's colleges and universities produce excellent research which can lead to the creation of new technologies or the enhancement of existing technologies; and

          WHEREAS, The citizens of this state and country benefit from the transfer of research results from institutions of higher education to companies that can develop the results and use those results for commercial purposes; and

          WHEREAS, Significant barriers currently exist that make the transfer of these research results difficult;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the State of Washington, the Senate concurring, That a Joint Select Committee on Technology Transfer be established to study the legal and procedural barriers that exist to the transfer of research results from institutions of higher education to the businesses and industries that can develop the research and use that research for commercial purposes; and

          BE IT FURTHER RESOLVED, That the committee shall consist of sixteen voting members appointed as follows:

          (1) The chairs of the House and Senate Higher Education and Commerce and Labor Committees;

          (2) Three members from each caucus of the House of Representatives, selected by the Speaker; at least one member from each caucus shall be a member of the House Higher Education Committee;

          (3) Three members from each caucus of the Senate, selected by the President of the Senate; at least one member from each caucus shall be a member of the Senate Higher Education Committee; and

          BE IT FURTHER RESOLVED, That the committee may request the assistance of an advisory committee that may consist of faculty and administrators of institutions of higher education, and of representatives of businesses and industries that develop, manufacture, or market various technologies.  This advisory committee shall be selected by the chairs of the House and Senate Higher Education Committees, in consultation with other committee members; and

          BE IT FURTHER RESOLVED, That the committee report its findings and recommendations to the Legislature by the start of the regular legislative session in 1989.
