                                    HOUSE CONCURRENT RESOLUTION NO. 4438

WHEREAS, Numerous different groups representing different parts of the educational community including the Washington State School Directors Association, the Washington Association of School Administrators, the Superintendent of Public Instruction, and local school districts believe that nonemployee related costs are not adequately funded; and

          WHEREAS,  The actual components of nonemployee related costs are not adequately understood; and

          WHEREAS, In determining the funding levels, calculations are based on a determination of the average current expenditures which amount does not reflect actual needs; and

          WHEREAS, To be able to learn to function in an increasingly technological environment, students need to learn in school environments that use current technology and adequate funding of nonemployee related costs is essential to begin to meet this goal; and

          WHEREAS, The funding of nonemployee related costs may become increasingly inadequate if it continues to lag behind inflation;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives, the Senate concurring, That a task force be created to study the funding of nonemployee related costs and that the task force be composed as follows:

          (1) Four members from the House of Representatives appointed by the Speaker from the Committees on Ways and Means and Education with equal representation of each caucus;

          (2)  Four members from the Senate appointed by the President from the Committees on Ways and Means and Education with equal representation of each caucus;

          (3)  A representative from each of the following entities: The Washington State School Directors Association, the Washington Association of School Administrators, the Superintendent of Public Instruction, the Office of Financial Management, and the Washington Congress of Parents and Teachers be requested to serve on the task force;

          (4)  Four members of the business community with one each appointed by each caucus of the House of Representatives and the Senate; and

          BE IT FURTHER RESOLVED, That the task force report to the legislature by October 1, 1989, on the following:

          (1) A definition of nonemployee related costs for funding purposes;

          (2) Recommendations about the level of funding for nonemployee related costs; and

          (3) Other related matters.
