                                    HOUSE CONCURRENT RESOLUTION NO. 4447

WHEREAS, Engrossed Senate Concurrent Resolution No. 8413 of the 1987 1st Extraordinary Session of the Washington state legislature created the Joint-Select Committee on Labor-Management Relations; and

          WHEREAS, ESCR No. 8413 charged the committee to review changes in labor-management relations, examine the impact of state law on those changes, study the relationship between federal and state laws in this area, and make recommendations to the legislature for state policies which will provide a climate that enhances (1) labor peace, (2) business success, and (3) prosperity for all of the residents of the state; and

          WHEREAS, The committee and its advisory group worked diligently through the 1987 interim, producing a proposal for a permanent change in the unemployment compensation laws relating to lockouts and strikes; and

          WHEREAS, The committee and its advisory group have improved communication between legislators, labor, and management in other areas of concern, and this process should be continued;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That the committee and its advisory group be continued through the 1989 regular session and until May 1, 1989, so that the progress being made may be continued.  The current chairman, vice-chairmen, and committee members shall continue.  The Speaker of the House of Representatives and President of the Senate may fill vacancies in the committee, and the committee may, within the conditions set forth in 1987 ESCR No. 8413, reorganize the advisory group as appropriate and necessary to address remaining concerns.
