WHEREAS, There is a growing backlog of school construction projects of hundreds of millions of dollars that is expected to increase substantially by the year 2000; and

          WHEREAS, Enrollments are increasing and many current facilities are in need of modernization or replacement to adequately address changing educational needs; and

          WHEREAS, State funding will be available for only a portion of the cost of eligible projects with many modernization projects being delayed indefinitely; and

          WHEREAS, A cooperative effort with members of the business and school communities will develop a broader base of understanding of these issues and a thorough exploration of options for resolving the school construction funding shortfalls; and

          WHEREAS, For more than two years an informal legislative study group has struggled to solve the problem, and that group includes representation from the state board of education, the superintendent of public instruction, the Washington association of school administrators, the Washington state school directors' association, and others; and

          WHEREAS, It is imperative that the legislature begin to immediately develop options for resolving the funding shortfalls;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee on school construction be established to develop options and recommendations for resolving funding shortfalls and other issues related to school construction; and

          BE IT FURTHER RESOLVED, That the committee consist of twelve voting members as follows:  Four members of the House of Representatives to be appointed by the Speaker of the House of Representatives with two members from each caucus; four members of the Senate to be appointed by the President of the Senate with two members from each caucus; and four members from executive branch agencies to be appointed by the Governor.  The chairman shall be one of the legislative members to be chosen by vote of the designated legislative representatives;  and

          BE IT FURTHER RESOLVED, That the chairman appoint an advisory committee to participate in the discussion and resolution of these issues with the joint select committee, and the advisory committee shall consist of ten members:  Five members from the business community, including representatives of organizations of major business leaders; and five members of the school community and citizens' advocacy groups, selected from nominations received from interested groups.  Members of the advisory committee shall not be reimbursed for travel expenses and per diem; and

          BE IT FURTHER RESOLVED, That all personnel matters and all expenditures from any fund source shall be subject to approval by the Senate Facilities and Operations Committee and the House of Representatives Executive Rules Committee; and

          BE IT FURTHER RESOLVED, That the committee is authorized to accept private donations for the purpose of purchasing necessary services such as consulting and advisory services; and

          BE IT FURTHER RESOLVED, That the committee report their findings and recommendations to the legislature on the first day of the regular session held in 1989.
