TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, Within the past six years the public health of these United States has been greatly endangered by the transmission of the deadly disease of acquired immune deficiency syndrome (AIDS) from foreign countries and between and among the several states of these United States; and

          WHEREAS, Acquired immune deficiency syndrome (AIDS) is a virulent, communicable disease that is presently incurable by any known treatment, and is presently one hundred percent fatal to all known victims within a few years after they have contracted the disease; and

          WHEREAS, The spread of AIDS has reached epidemic proportions and is presently infecting new victims at an alarming rate doubling approximately every six to nine months; and

          WHEREAS, AIDS is causing indescribable human misery and loss of precious human life, and yet material and substantial aspects of this disease critical to its prevention and containment presently continue to remain unknown or uncertain; and

          WHEREAS, In such times great damage to the financial welfare of this nation is occasioned and the economic interests of this country are greatly disturbed; and

          WHEREAS, At the present time there is no adequate provision in the laws of Congress providing for the protection of this country and its people against the cataclysmic danger occasioned by the epidemic transmission of this virulent, communicable disease;

          NOW, THEREFORE, Your Memorialists do most earnestly petition your honorable body to as speedily as practicable pass a national isolation of persons infected with AIDS bill, and such other legislation as will most efficiently and expeditiously meet this emergency.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
