                                   SENATE CONCURRENT RESOLUTION NO. 8408

WHEREAS, The Legislature seeks to strengthen the safety of the motoring public and trucking industry; and

          WHEREAS, The Legislature finds that it is in the public interest to eliminate unnecessary duplication in truck regulatory and safety enforcement activities conducted by state agencies; and

          WHEREAS, Truck safety, weight control, size, weight, and load enforcement, and licensing and economic regulations are divided among several state agencies that have overlapping jurisdictional authority; and

          WHEREAS, The elimination of such duplication is consistent with the Governor's goal of improving the management efficiency of state government;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That the Washington State Patrol, the Washington Utilities and Transportation Commission, and the Washington State Department of Transportation develop and implement programs designed to reduce duplication and consolidate functions where consistent with the public safety; and

          BE IT FURTHER RESOLVED, That to the maximum extent possible, such programs will be implemented by interagency agreement; and

          BE IT FURTHER RESOLVED, That the agencies collectively provide to the Legislative Transportation Committee periodic reports on their progress; and

          BE IT FURTHER RESOLVED, That the agencies collectively submit a final report to the Legislative Transportation Committee by December 1987, including any recommendations for legislation to accomplish further program changes deemed desirable.
