                                   SENATE CONCURRENT RESOLUTION NO. 8413

WHEREAS, The constant evolution of labor-management relations requires examination of state policies which affect such relations; and

          WHEREAS, State law must be fair to both labor and management, and serve the broad public interest; and

          WHEREAS, State law must also be coherent and stable within the framework of federal law governing labor-management relations; and

          WHEREAS, The goal of the state of Washington must be a climate that enhances labor peace, business success, and prosperity for all of the residents of the state;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That a joint select committee on labor-management relations be established to:  (1) Review those changes in labor-management relations that tend to cause disruption for either business or labor, including  labor and management negotiating strategies, strategies in labor disputes, and evolving attitudes of labor and management toward each other; (2) examine the impact of state law on changes in labor-management relations; (3) study the relationship between federal and state laws governing labor-management relations and employee entitlements; and (4) make recommendations to the legislature for state policies which will provide a climate that enhances (a) labor peace; (b) business success; and (c) prosperity for all of the residents of the state; and

          BE IT FURTHER RESOLVED, That the committee consist of sixteen voting members appointed as follows:  (1) The chairman and ranking minority member of the Senate and House of Representatives Commerce and Labor Committees; (2) three members from each caucus of the Senate, selected by the President of the Senate.  At least one member from each caucus shall be a member of the Senate Commerce and Labor Committee; (3) three members from each caucus of the House of Representatives, selected by the Speaker.  At least one member from each caucus shall be a member of the House Commerce and Labor Committee; and (4) the President of the Senate who shall serve as a nonvoting chairperson of the joint select committee on labor-management relations; and

          BE IT FURTHER RESOLVED, That the committee establish an advisory group consisting of equal representation from labor and management, to be selected by the appropriate organizations representing labor and management, and appropriate state agencies, with which it shall work closely in the development of the recommendations identified above; and

          BE  IT FURTHER RESOLVED, That the committee shall use legislative staff and facilities, but may hire additional staff with specific expertise if such expertise is necessary to carry out the mandates of this resolution.  All expenses of the committee shall be paid jointly by the Senate and House of Representatives; and

          BE IT FURTHER RESOLVED, That the committee shall report its findings and recommendations to the Governor and the legislature by the commencement of the 1988 regular session of the legislature.  The committee shall cease to exist on April 1, 1988.
