TO THE HONORABLE RONALD REAGAN, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, The Veterans Affairs Medical Center, located in Walla Walla, Washington has provided quality medical inpatient services, surgical services, psychiatric services, and alcohol abuse treatment, for the past fifty years, to citizens of the state of Washington who are veterans of the armed services; and

          WHEREAS, The Medical Center has provided such services in an eighteen-county area, predominantly rural, with a veteran population of approximately 78,000; and

          WHEREAS, Medical services have traditionally been provided by our nation to veterans in recognition of the sacrifices made by members of the armed services who honorably and courageously served the nation; and

          WHEREAS, The Veterans Affairs Administration proposed in December 1986, to downgrade the mission of the Veterans Affairs Medical Center, Walla Walla, Washington;

          NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress retain the status of the Veterans Affairs Medical Center, Walla Walla, Washington, as a functional medical hospital which provides inpatient and outpatient medical care, surgical services, psychiatric services, and drug treatment.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Ronald Reagan, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
