Exempting vocational-technical institutes from competitive bidding in the case of sole source suppliers.

BACKGROUND:

 

A vocational technical institute seeking to purchase materials from a single source of supply, must comply with the competitive bidding process.  The institute may not negotiate directly with the sole supplier.

 

SUMMARY:

 

A vocational technical institute may purchase materials, facilities or services from a single source of supply and waive the competitive bidding procedure.  The waiver must be authorized by the school district board of directors based on a written request from the vocational technical institute.  There must be evidence that there is clearly or justifiably a single source of supply.  The waiver granted by the school district board of directors may cover specified periods of time and/or particular items.
