BACKGROUND:

 

Regional planning commissions can be created under a variety of different statutes.

 

SUMMARY:

 

SUBSTITUTE BILL:  A regional planning commission or agency must provide for the special inclusion of four legislators for purposes of considering the location of new commercial airports or the expansion of existing commercial airports.  One member from each of the two major caucuses in each house shall be included.

 

SUBSTITUTE BILL COMPARED TO ORIGINAL:  This is a total change from the original bill which required large airports to be subject to county zoning controls and made them subject to county environmental review procedures.

House Committee - Testified Against:      Patricia Davis and Andrea Riniker, Port of Seattle.

 

House Committee - Testimony For:    Airports are terrible neighbors.  Municipal airports are not subject to zoning controls by local governments.

 

House Committee - Testimony Against:      The port commissioners represent the public.  The Port of Seattle planned for an expansion of its airport many years ago, so why complicate this.  County zoning on municipal airports applies off of airport property.  The Port of Seattle is subject to SEPA.
