BACKGROUND:

 

Cities and towns are authorized to create local improvement districts, and impose special assessments within the local improvement districts, to finance a variety of public facilities, including streets, sidewalks, sewer systems, and water systems.

 

Cities and towns are authorized to construct convention centers.

 

SUMMARY:

 

Cities and towns may create local improvement districts, and impose special assessments within the local improvement districts, to finance the construction of convention centers.

 

EFFECT OF SENATE AMENDMENTSA city may finance convention center facilities or structures with special assessments imposed in a local improvement district, but only to cover a funding shortfall that occurs if the receipts from local hotel/motel room rental taxes are insufficient to fund the annual debt service costs.  Such special assessments may not be imposed upon single-family or multi-family permanent residences.
