BACKGROUND:
Cities and towns are authorized to create local improvement districts, and impose special assessments within the local improvement districts, to finance a variety of public facilities, including streets, sidewalks, sewer systems, and water systems.
Cities and towns are authorized to construct convention centers.
SUMMARY:
Cities and towns may create local improvement districts, and impose special assessments within the local improvement districts, to finance the construction of convention centers.
EFFECT OF SENATE AMENDMENTS: A city may finance convention center facilities or structures with special assessments imposed in a local improvement district, but only to cover a funding shortfall that occurs if the receipts from local hotel/motel room rental taxes are insufficient to fund the annual debt service costs. Such special assessments may not be imposed upon single-family or multi-family permanent residences.
