BACKGROUND:

 

Currently there are no provisions allowing educational service districts to grant and transfer annual leave and sick leave for educational service district employees.

 

SUMMARY:

 

BILL AS AMENDED:  A program shall be adopted to provide annual leave of at least 10 days per year and sick leave of not more than 12 days per year for educational service district employees provided the board adopts a written policy granting such leave.  Leave accumulated at the educational service district level may be transferred to other educational service districts, school districts or the office of the Superintendent of Public Instruction.  These provisions shall apply to leave earned after the effective date of this act.

 

AMENDED BILL COMPARED TO ORIGINAL:  Language is added to make clear the board must adopt a written policy granting annual leave with compensation for illness, injury or emergencies.

House Committee - Testimony For:    The purpose of this bill is to allow the granting of sick leave and annual leave to employees of educational service districts, to accumulate leave and to transfer that leave to school districts or to the Office of the Superintendent of Public Instruction.  This is already being done and can be done by school district employees and employees of the Superintendent of Public Instruction. This is a technical change to provide equity and to support current practice with clear statutory language.
