BACKGROUND:
Currently, school districts receive funding from the state, property taxes, and the federal government. The definition of levy reduction funds includes funding from these sources. There is no provision covering funds received from other sources.
SUMMARY:
Money received from cities and counties for desegregation programs and transportation for this purpose and extracurricular programming shall not be considered levy reduction funds.

House Committee - Testimony For: There has been some discussion of Seattle or King County contributing to the Seattle School District. It has long been the feeling of the Education Committee that the state and the district, through levies, should pay for the basic school program. Outside money should not dictate the types of programs to be offered in our schools. Money contributed for maintenance of the desegregation plan and bussing for that purpose, and funding for extracurricular activities is an appropriate role for outside funding.
