BACKGROUND:

 

Before receiving payment on a public works project, a contractor or subcontractor is required to submit to the public agency that contracted for the work a statement of intent to pay prevailing wages.

 

SUMMARY:

 

BILL AS AMENDED:  Before a public agency may make payment to a contractor or subcontractor on a public works project, the contractor is required to submit to the public agency a statement in writing certifying the hourly wage rate paid to employees on the project, and listing each employee's name, social security number, and hours worked.  The contractor must also certify that no employee was paid less than the prevailing wage specified in the contract.  The certified statement must be submitted in addition to the statement of intent to pay prevailing wages.

 

AMENDED BILL COMPARED TO ORIGINAL:  The amendment deletes a requirement that the certified hourly wage records be submitted to the Department of Labor and Industries.

House Committee - Testimony For:    Some public agencies already require contractors on public works to submit certified payrolls to the agency.  Requiring all contractors to submit certified payrolls would improve enforcement of the prevailing wage law.  Private enforcement efforts would be enhanced because the information would be available to determine compliance with the law.  Better enforcement is important to both workers and honest contractors.
