BACKGROUND:
The Winter Recreation Advisory Committee was created in 1975. The committee is composed of skiers, snowmobilers, and other winter recreational enthusiasts. The members of this committee serve as advisors to help the Parks and Recreation Commission to develop policies and procedures for their winter recreation program. The committee is scheduled to terminate on June 30, 1991.
The Parks and Recreation Commission is responsible for administering the snow removal operations for all designated winter recreational parking areas. Currently, the only parking permit issued by the commission is a one year annual parking permit.
SUMMARY:
The Winter Recreation Advisory Committee and its powers and duties shall continue to exist until June 30, 2001. The Parks and Recreation Commission shall issue several types of snow parking permits. The commission will issue a short term and a long term permit. The fee for the various permits, shall be determined by the Parks and Recreation Commission.

House Committee - Testimony For: The Winter Recreation and Advisory Committee is very helpful to the Parks and Recreation Commission. The life of the committee should be extended to June 30, 2001. The commission needs authority to issue two types of permits. One annual permit does not meet the needs of all winter recreation participants. Two permits will allow the commission to meet short term and long term needs.
