BACKGROUND:

The Department of Labor and Industries is responsible for prescribing rules and regulations concerning the construction of factory built housing and commercial structures.  Factory built housing and commercial structures, unlike mobile or manufactured homes, are built to the construction standards of conventional site-built structures.  The regulations for factory built housing and commercial structures govern the structural, plumbing, heating, electrical, and other components of the structure.

The present construction standards for factory built housing and commercial structures are based on the 1976 editions of the Uniform Building Code, the Uniform Plumbing Code, the Uniform Mechanical Code, and the 1975 edition of the National Electrical Code. New editions of the uniform codes are published every three years and the National Electrical Code is published annually.

References to specific editions of the Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code, and the National Electrical Code are removed.

The Department of Labor and Industries (L&I) is authorized to adopt and enforce rules that guide the construction of factory built housing and commercial structures based on the latest editions of the Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code, and the National Electrical Code.

The state Barrier-Free Code, the state Energy Code and the state rules relating to the National Electric Code are added to the list of codes that L&I must consider in the development of rules that guide the construction of factory built housing and commercial structures.
