BACKGROUND:
Current statute prohibits the Department of Licensing from issuing a new or renewal driver's license without a driver's examination. The same statute provides the department with broad authority to waive all or any part of the examination for a person who is otherwise qualified to be licensed.
Washington and Florida are the only two states that require a driver's license examination for a new resident who surrenders a valid driver's license issued by the person's previous home state.
