BACKGROUND:
State and local governments face drastically increasing disposal costs due, in part, to the widespread use of materials and products with no readily available and environmentally acceptable means of disposal. Individual states have been largely unsuccessful in affecting manufacturers' use of materials which pose disposal problems.
Several of the New England and Mid-Western states have formed regional recycling coalitions to advocate for federal legislation favorable to recycling, to encourage manufacturers to use materials which can be disposed of safely and economically, and to develop a regional marketplace for recyclable materials.
SUMMARY:
The memorial requests the states of Alaska, Oregon, California and Idaho to send delegates to the National Conference of State Legislatures in August at Tulsa, Oklahoma, for the purpose of forming a Western States Recycling Coalition.
