BACKGROUND:

 

The state motor vehicle emission inspection and maintenance program was initiated in the greater Seattle and Spokane areas after carbon monoxide levels exceeded federal air quality standards established to protect health.

 

Diesel-powered vehicles emit less carbon monoxide than gasoline powered vehicles but release more particulates, nitrogen oxides and hydrocarbons. Particulates reduce visibility and may increase cancer risks.

 

The 1985 federal diesel emission standards for particulates from heavy duty engines are becoming more restrictive and call for a 90 percent reduction of current levels by 1994.

 

SUMMARY:

 

The Department of Ecology shall conduct an investigation on diesel vehicle emissions and report to the Legislature by January 1, 1991 on the following:  (1) health effects; (2) contributions to air quality degradation; (3) procedures to identify excessive vehicle emissions; (4) costs and cost effectiveness for a state program to identify excessive emissions, and to identify corrective action by vehicle owners.
