BACKGROUND:
The Model Litter Control Act authorizes the Department of Ecology to award grants or enter into agreements with local governments for community litter control projects. The activities vary from information and education programs to special cleanup projects in parks, roadsides, along lakes, shorelands and tidelands.
SUMMARY:
The Department of Corrections shall assist local governments in community service programs for litter cleanup. The program will include: documentation of the service hours performed by each offender; coordination with local officials; insurance coverage; safety and other protective equipment; and provisions for including felons and misdemeanants in the program.
Participants in the program shall involve, but not limited to, persons convicted of nonviolent, drug related offenses.
The Department of Ecology shall provide grants to local governments to establish, conduct and evaluate the community service litter cleanup programs. The department will report to the Legislature on the effectiveness of the program by December 31, 1991.
