SENATE BILL REPORT
SB 5003
BYSenators Lee, Conner and McMullen
Creating the international science, education, and marketing exchange program.
Senate Committee on Economic Development & Labor
Senate Hearing Date(s):January 10, 1989
Senate Staff:Steve Boruchowitz (786-7429)
AS OF JANUARY 9, 1989
BACKGROUND:
Legislative hearings and studies have revealed occasional gaps in the ability of the state to gather information on a few specific subjects related to international trade. In some cases, responses to specific problems are needed faster than the bureaucracy can respond. In others, the issue crosses several jurisdictions within the state apparatus. Related issues, such as cross-culture awareness among students, need to find a viable outlet.
SUMMARY:
An international science, education and marketing exchange program is established within the Department of Trade and Economic Development. The program would be used to gather scientific and technical information for use by the state and private sector to help stimulate trade. Cross-cultural goals and expanding opportunities for those who cannot often participate are also addressed. One advisory group for each of the three subject areas, chaired by a university representative, will develop criteria for projects, solicit and approve proposals and seek private sector funding. Participants in projects are expected to contribute to the expenses. Reciprocal visits from participants in other countries are encouraged. There is a three-year sunset review.
Appropriation: $75,000 for the 1989-91 biennium.
Revenue: none
Fiscal Note: requested January 5, 1989
