BACKGROUND:

 

Up to 40 percent of the litter along roads and highways in Washington state comes from loose materials (unsecured loads) escaping from open vehicles.  Current law covers safety of loose loads but does not address transportation of waste materials affecting human health and environment.

 

SUMMARY:

 

Waste materials must be covered so they cannot become loose, detached, or blown out of vehicles while being transported.  The Washington State Patrol may draw up rules for local and state enforcement.
