SYNOPSIS AS ENACTED

BACKGROUND:

The state government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year.

SUMMARY:

The state omnibus operating appropriations act for the 1989-91 fiscal biennium is enacted.

Appropriation:  $12,468,000,000 from the state general fund
