BACKGROUND:

 

In 1980, Referendum 39 authorized the State Finance Committee to issue general obligation bonds to finance the planning, design, acquisition, construction and improvement of public waste disposal and management facilities to be administered by the Department of Ecology for grants or loans to state or local agencies.  The cutoff date for issuance of bonds is January 1, 1990.  Several projects receiving funds will not be completed prior to the January 1, 1990 expiration date.

 

SUMMARY:

 

The cutoff date is eliminated for the issuance of general obligation bonds under Referendum 39.
