BACKGROUND:

 

Washington contains numerous islands, all of which possess unique environments and land areas.  Currently, the Departments of Ecology, Natural Resources, and other agencies possess broad regulatory powers over the areas of water and land resources.  In recognition of the complex environmental issues faced by island communities, there is a concern that local governments and state agencies should be given greater flexibility in rule making.

 

SUMMARY:

 

State departments, in cooperation with local governments, may create special regulations for islands in the areas of (1) water resources; (2) timber harvest and reforestation; (3) preservation of fish and wildlife habitats; and (4) special conditions related to development.  A definition for "island" is added.
