AS REPORTED BY COMMITTEE ON ENVIRONMENT & NATURAL RESOURCES, FEBRUARY 9, 1989

BACKGROUND:

To ensure preservation of the unique quality and ecological integrity of watershed property, public access is closely monitored. Many watersheds contain thousands of acres of prime outdoor recreational property.  Also, they contain reservoirs that supply many cities and towns with drinking water.  There are some who want access to these lands increased if it can be shown that the public health and safety would not be affected.

SUMMARY:

Recreational use of public watersheds is encouraged to the extent the use is consistent with:  (1) public health and safety; (2) the authority of any public entity having control over such lands.  Reservoirs containing domestically used water are not included.

Appropriation:    none

Revenue:    none

Fiscal Note:      none requested
