BACKGROUND:
The Employment Security Department is currently leasing a facility in Port Angeles to house the Job Service Center and district tax office. The facility is overcrowded and has a severe drainage problem. On one occasion, four inches of water from a storm sewer covered the floor of the office.
Section 903 of the federal Social Security Act provides states with special administrative funds. Such funds are available on an irregular, unscheduled basis, and are currently available. These grants allow the cost of land and building to be amortized as regular expenses.
SUMMARY:
"Reed Act" funds (Section 903 of the federal Social Security Act as amended) are appropriated for the purpose of purchasing land and construction of an office building and related expenses. The building shall serve as the Employment Security Department's Job Service Center and district tax office.
All funds must be obligated within two years after the effective date of this act.
The interest-free loan is repaid from federal administrative operating funds that would otherwise be used to lease a building.
Appropriation: $900,000 of federal "Reed Act" funds.
