BACKGROUND:

 

The state of Washington each year spends $50 million for energy in buildings that it owns and operates.  Currently, monies to finance energy efficiency in these buildings are appropriated through the capital budget.

 

SUMMARY:

 

An energy efficiency revolving account is established in the state treasury for use in acquiring energy efficiency improvements in state-owned and operated facilities.  Money is disbursed by the State Energy Office, and is paid back into the account by the affected agency.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

Before any monies could be disbursed from the energy account, approval of the Director of the Office of Financial Management is required.
