BACKGROUND:
All law enforcement officers in civil service positions with city police departments and county sheriff's offices are required to complete the same academy training program within one year of initial employment. To obtain employment in such positions, officers must all go through similar civil service testing procedures on an open, competitive basis. Some believe that requiring experienced officers to go through these same open competitive examination requirements is a disincentive to attracting experienced officers to their departments.
SUMMARY:
Law enforcement officers in classified civil service positions with city police departments or sheriff's offices may transfer to classified positions within other city police departments or sheriff's offices without having to go through open competitive examination requirements.
EFFECT OF PROPOSED SUBSTITUTE:
Law enforcement officers in classified civil service positions with city police departments or sheriff's offices may transfer to classified positions within other city police departments or sheriff's offices without having to go through open competitive examination requirements.
Officers or sheriffs voluntarily transferring, who are required to reimburse the department from which they transfer for training costs, shall in turn be reimbursed for these costs by the department to which they transfer.
