BACKGROUND:

 

Interim studies and testimony before the committee during the current legislative session have indicated that a wide range of public policy issues need to be addressed concerning the state's licensing policies and procedures.

 

SUMMARY:

 

The Department of Licensing is directed to conduct a study of state licensing.  The issues to be included reflect concerns brought before the Legislature, including:  policies and procedures for issuance; surety bond requirements; adequacy of consumer protection; costs to businesses; surety bond applications and criteria for approval; and the feasibility of using recovery funds for some or all of the state's license categories.

 

The department shall include industry and licensee representatives as well as state agency officials (including the Department of Labor and Industries and the Business Assistance Center) in conducting the study.

 

A report to the Legislature with recommendations for legislation is due prior to the 1990 session.
