BACKGROUND:

 

The earth's atmosphere is a delicate balance of gases which act like a greenhouse, allowing most sunlight to penetrate while trapping heat below the barrier.  Recently, a great deal of concern has been raised over global warming.  One prominent theory holds that as more of certain gases are produced, more heat is trapped within the atmosphere.  This accelerated warming could cause dramatic changes in climate, with enormous economic shifts.

 

Carbon dioxide is the most prevalent of gases which could cause global warming.  It has been suggested that before certain projects are undertaken which could greatly increase carbon dioxide emissions, consideration should be made as to mitigating these emissions.

 

SUMMARY:

 

The Energy Facility Site Evaluation Council (EFSEC) must consider carbon dioxide emissions when approving a major energy facility.  Applications for certification must include a carbon dioxide mitigation plan.  EFSEC must evaluate the mitigation plan, and if found unsatisfactory, EFSEC shall not recommend approval of the site.
