BACKGROUND:
The Director of the Department of Personnel is appointed by the Governor from a list of three names submitted by the State Personnel Board on the basis of a competitive examination in conformance with Board rules. The director may be removed from office only for cause. During the 1988 interim, the Senate Select Committee on Gubernatorial Appointments recommended that the director be appointed by the Governor alone.
The Select Committee also recommended that confirmation should no longer be required for gubernatorial appointments to five multi-member bodies.
SUMMARY:
The provision is deleted which required the Director of Personnel to be appointed from a list of three names submitted by the State Personnel Board upon the basis of a competitive examination.
Confirmation is no longer required for gubernatorial appointments to the Small Business Export Finance Assistance Center (17); the Apprenticeship Council (one public member); the voting members of the boards of trustees of the State School for the Blind and the State School for the Deaf (eight each); and the Oil and Gas Conservation Committee (four).
