BACKGROUND:

 

Steelhead trout are a highly valued recreational fish and many people would like to enjoy enhanced fishing opportunities for steelhead trout.

 

The Department of Wildlife has not increased its state funded steelhead program for many years and there is considerable opportunity to increase the production of steelhead trout.

 

SUMMARY:

 

The Legislature establishes a production goal of doubling the statewide recreational steelhead trout catch by the year 2000.  The Wildlife Commission shall develop a plan to accomplish a doubling of recreational steelhead catch, and shall submit the plan to the Legislature by December 31, 1989.  The plan shall include recommendations on funding mechanisms and shall contain an economic benefit analysis.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

The scope of the bill is broadened to include resident game fish and to specify equal emphasis on resident fish programs and anadromous fish programs.

 

EFFECT OF PROPOSED SECOND SUBSTITUTE:

 

The due date on the plan to double catch of resident and anadromous fish is changed to December 31, 1990.  The bill is contingent on funding in the supplemental budget.
