BACKGROUND:

 

Testimony before the committee has suggested that many families incur serious financial hardships when they or a member of the family cannot work for extended periods of time due to illness.  Practices among businesses and state and local governments vary on family leave, job seniority, long-term disability and related issues.  Further, questions have arisen about meeting the needs of employers who do without services of employees who might be away from work for several months.

 

SUMMARY:

 

The Department of Labor and Industries is directed to conduct a study on establishing an insurance program to provide compensation to employers and employees during extended family and medical leave.

 

The study shall consider level of compensation; criteria for assistance; funding mechanisms; plan administration; alternative to an insurance plan; employer's needs.

 

A report, including recommendations, is due to the Legislature prior to December 1, 1990.
