BACKGROUND:
The federal Job Training Partnership Act (JTPA) of 1982 created a mechanism at the state and local level to establish job training programs for youth, unskilled adults, and dislocated workers. Section 126 of the JTPA allows the enactment of state legislation to implement the act. Several states have adopted legislation which institutionalizes into state policy the goals and resources of JTPA.
SUMMARY:
The Washington Job Training Coordinating Council is established, consistent with the provisions of the federal Job Training Partnership Act. The duties of the council include the preparation of a plan for coordinating training programs, the development and maintenance of an inventory of state training programs, and the submission of an annual report.
