BACKGROUND:

 

There are several state statutes which, for purposes of addressing economic hardship in specific geographic areas, have defined areas of high unemployment as "distressed areas."  The distressed designation is useful in obtaining state resources.  Many residents of such areas feel that the designation has a negative side as well; being labeled "distressed" may discourage entrepreneurs, investors, and lenders from seriously considering business opportunities in the area.

 

SUMMARY:

 

Each statutory reference to "distressed area" is changed to "labor surplus area."
