Establishing a grant award program for cooperative vocational education programs.

BACKGROUND:

 

One method of better using scarce resources and improving the delivery of educational services is to provide for cooperative arrangements among school district units, including the use of technology in delivering services.

 

SUMMARY:

 

The Superintendent of Public Instruction establishes a grant award program for not more than three demonstration vocational cooperative projects.  Projects approved shall be in urban and rural areas and include districts of varying characteristics and sizes.  The grants may be continued for up to five years. The Superintendent of Public Instruction develops criteria for the grant applications.  The applications are submitted by May 1, 1990.

 

Grant awards shall be based upon the amounts calculated for a skill center with the same full time equivalent enrollment and an amount to compensate the serving districts for the costs of administering the cooperatives.  The superintendent sets the standards for the compensation levels.

 

The Superintendent of Public Instruction adopts rules to implement the program. Each demonstration vocational cooperative project submits a report to the Superintendent of Public Instruction.  The superintendent reports to the Senate and House Committees on Education by January 31, 1992 and January 31, 1993.
