Changing sunset provisions.

BACKGROUND:

 

During the last interim, the Legislative Budget Committee conducted a study of its pending assignments under the Washington Sunset Act (Chap. 43.131 RCW), and concluded that the time schedule for a number of entities should be revised.

 

SUMMARY:

 

The sunset requirements for six programs are revised as follows:

 

The Washington Council for the Prevention of Child Abuse and Neglect is removed from the sunset schedule.  Its termination date remains June 30, 1994, but is recodified in the enabling statutes, Chap. 43.121 RCW.  The Governor is required to make recommendations to the Legislature by December 1, 1993 as to its reestablishment, modification or termination.

 

The Examining Board of Psychology is removed from the sunset schedule.  Its termination date is extended from 1994 to 1995 and is recodified in the enabling statutes, Chap. 18.83 RCW.  The provisions relating to the existence of the board are repealed in 1996 instead of 1995.  The Governor is required to make recommendations to the Legislature by December 1, 1994, as to its reestablishment, modification or termination.  The statutes regulating the profession of psychology are not repealed.

 

The State Naturopathic Practice Advisory Committee is removed from the sunset schedule.  Its termination date is extended from June 30, 1993 to 1994 and is recodified in the enabling statutes, Chap. 18.36A RCW.  The repealing sections are extended to 1995.  The Governor is required to make recommendations to the Legislature regarding the reestablishment, modification or termination of the program by December 1, 1993.  The sections repealed would include deregulation of the profession if the Legislature does not act.

 

The statutes regulating counselors, social workers, mental health counselors and marriage and family counselors are removed from the sunset schedule and recodified in the enabling statutes, Chap. 18.19 RCW.  Their termination date is extended from June 30, 1993 to 1994.  The Governor is to make recommendations to the Legislature by December 1, 1993 concerning reestablishment, modification or termination of such regulation.

 

The Career Executive Program and the Public Works Board are removed from the sunset schedule, and thus continued indefinitely.
