BACKGROUND:
The 1980 Bond Issue for Waste Disposal Facilities (Referendum 39) authorizes the providing of funds to public bodies for the planning, design, acquisition, construction, and improvement of public waste disposal and management facilities. It also authorizes the providing of funds to a public body to obtain an ownership interest in waste disposal and management facilities and/or to defray a part of the payments made by a public body to a service provider under a service agreement entered into with the service provider.
The State Finance Committee is authorized to issue general obligation bonds of the state of Washington, to finance the improvement of public waste disposal and management facilities, and all costs incidental thereto.
The administration of the proceeds from the sale of the bonds is done by the Department of Ecology. The department uses or permits the use of any funds derived from the sale of bonds, to accomplish the purpose for which the bonds are issued. The department directs expenditures and authorizes grants or loans to public bodies as cost-sharing funds in any case where federal, local, or other funds are made available on a cost-sharing basis for improvements to public waste disposal and management facilities.
SUMMARY:
The Department of Ecology may approve applications for grants or loans for payment of costs incurred prior to the effective date of the grant or loan or prior to the department's authorization to incur more costs.
