BACKGROUND:

 

The Solid Waste Management Reform Act of 1989 identifies state agencies and institutions of higher learning to be the leaders for waste reduction and recycling activities.  Both are major contributors to the state's burgeoning solid waste stream and can promote and stimulate recycling opportunities within each of their communities.

 

SUMMARY:

 

Each college or university in class A and class AA counties shall develop a solid waste management plan that emphasizes waste reduction and recycling.  The plan shall review existing purchase practices and costs, evaluate present and future solid waste needs and establish use goals.

 

An advisory committee of nearby residents, students, faculty and staff shall be formed.  Public hearings are required of the draft plan and the plan shall be adopted by July 1, 1991.  The plan will be re-evaluated every five years.
