BACKGROUND:

 

In 1980, Congress passed the Pacific Northwest Electric Power Planning and Conservation Act.  That legislation authorized the four states of Montana, Idaho, Oregon, and Washington to enter into an interstate compact for the purpose of providing long-range energy planning and shared resource protection.  Each state passed legislation in 1981 to create the Northwest Power Planning Council, with two members appointed by the governor of each state.

 

The Washington legislation authorizing participation in the Power Planning Council specifies that one of the appointees must reside east of the Cascade crest, and the other must reside west of the Cascade crest.

 

SUMMARY:

 

Each member of the Washington delegation to the Power Planning Council must be a member of a different major political party.
