BACKGROUND:
Current law requires that state agencies and institutions of higher education may purchase services by contract with individuals or business entities if the contract would not displace an existing classified employee or classified employee position.
SUMMARY:
Persons employed for contracted service by an institution of higher education are considered exempt from Higher Education Personnel Board classification. State agencies and institutions of higher education may purchase services by contract with an individual or business. The Department of General Administration shall adopt rules to regulate the purchase of services. The rules may regulate the length of contracts, contract terms, bond requirements, contract monitoring to ensure service quality, and bidding procedures to avoid the unreasonable dislocation of classified employees.
